Its even easierr in FCP because, unlike Avid, all the video tracks (filler) contain alpha so there is no need to apply a Resize Effect.
Simply double-click on the clip to load it in the viewer > motion tab > & scale it. Once resized copy the attribute and paste it to the other clips.
