Sure. Right-click the clip(s), Send to -> Motion Project, make changes
in Motion, Save, return to FCP, et violá.

And no, other than SmoothCam, Motion does not (yet) understand filters
(or transitions for that matter) applied in FCP, nor are they
interchangeable.
