[FCP-L] Down-resed file is larger than original

Using the new Canon 7D, which records in H264, I shot in the standard 1920x1080p.

Then I wanted to downres to 720p in compressor to make it easier for my old FCP to process.

Orig file at H264 = 166 mb
Converted to Pro Res 422 720p = 211 mb

Can this be right? The 720 file is larger than the 1080 file?
