Photo Jpeg at 99% will give you decent file sizes and good quality. h.264, while it's not an editing codec all of the apps can work with it.

Avid and Premiere pro will read DVCProHD files, but Vegas will need a $100 raylight decoder to do it. For the SD stuff, just do DV50, not 25.

Apple Pro Res codec is available for Windows

But you'd probably have to include the link in a PDF on the DVD.

There's always DV (yuck!).
