somewhere in a clip and wish to place an Out on the last frame of that
clip, in FCP I have to go Down Arrow to get the cut but then I'm on
the first frame of the next clip and have to go back one frame before
I mark Out (or as Steve points out, lots of inadvertent split edits or
L cuts!

Erm... setting an out mark WHERE? In the timeline?? If you're at an
edit point in the timeline (and SEE the first frame of the outgoing
clip) and hit "O", then you are of course setting the out-point at the
last frame of the INCOMING clip... but I'm hoping you knew that
actually. Otherwise I don't really know what situation you might mean.
